The Recruiting and Consulting Services Association (RSCA), which gave evidence at a Victorian inquiry into the labour-hire industry in Mildura last year, says the report, A National Disgrace: The Exploitation of Temporary Visa Holders, did not go far enough to reform the sector, which hasbeen plagued for years by allegations of worker exploitation and visa fraud.

A Senate committee investigating the impact of Australian foreignworker programs on temporary visa holders and the country’s labour force last month made sweepingrecommendations for reform of the Department of Immigration andBorder Protection, the Fair WorkOmbudsman, foreign worker employment programs including the seasonal workers program, and legislationgoverning the labour-hire industryand temporary visa holders’ rights.
